i have checked for power at the window motor and get 12 volts.
before i tried to replace the motor i plugged a new one in and it would not run.
am new to this so if i forgot anything let me know

You need 2 things for a motor to operate, power and ground. The switch reverses polarity to reverse motor direction so the circuit gets a little complicated.

i don't have access to a wiring diagram any idea where the motor gets the ground. and would that affect the passenger side not working also

i will tell what i tried
1. on the window switch i came from a good ground and checked for power on the dk blu wire and read 12 volts
2. on the window switch i came from the battery pos. and checked the bk ground and read 12 volts
3. on the window switch i checked the dk blu wire and the blk ground and got 0 volts.
does this mean the switch is bad?

None of that tells me much of anything. You need to be testing at the 2 wires going to the motor in both up and down position of the switch and the polarity should switch.

HT, your picture shows up as a serpentine belt on my end. Just left topic, came back in and it shows EVAP system. Third time was a caliper.

i checked the power at the motor plug and it shows 11.49 volts in the down position and 11.49 in the up position.

How is your meter connected?

Connect both probes into the connector. Make sure they don't touch. You should see battery voltage with the switch in either direction. That will tell you if you have power and ground.

If you connect your black lead to a piece of metal (ground) and then the red lead into the connector and check both wires individually for power, that doesn't tell you if the window switch has a ground or not.

the meter was connected at the connector. the connector has female terminals and i put the probes into the terminals.then i tried the switch both up and down while watching the meter.

95 Oldsmobile cutlass ciera sl drivers side window will go down but not up if you walk away for a minute or two and come back you can get the window to go up about an inch and then it stops but if you repeat the process you can get the window to go up all the way with repeat cycles.

The window motors in these years of GM are well known for this exact problem. Gravity helps the motor go down; on the way up, it’s all motor that has to do the work. When the motor begins to fail, it draws more current (amperage) then what the internal breaker switch can handle and it trips open. After a few minutes the motor & breaker cools and the motor again lifts the window; until the breaker trips again.
The motors are riveted together and I’ve never tried to repair one but they are relatively inexpensive to buy and not worth the effort to repair; just replace it.
