1993 Grand Cherokee, the colder it gets outside the harder it is to start (starts good when it's warm outside). I have replaced the fuel pump and checked the fuel relay. Could this be an ecm related problem?

I have a 1989 cadillac fleetwood fwd and Iam
replaceing the fuel injectors and they are spraying out gas soo as the ignitions on can you tell me what i done wrong?
its a 4.5 litre
