I had the same problem. It was intermintent, about 20% of the time, hot or cold. I got the factory manuals from helmic.com & followed the troubleshooting guide. I found that there were three problems: 1. The fuel pressure would leak off back into the tank thru the a leaking fuel pressure regulator; to check, I used the procedure for repressurizing the fuel system after working on it & that cut my problem to 5%non-starting, always when cold. 2. I removed & checked the coolent temperature sensor with a digital multimeter & found that it had an occasional open circuit when in cold water. 3. During all of this checking & fixing over a period of 6 weeks, the check engine light came on & I had to replace the crankshaft position sensor.
Email me for further details. Love the little car.

Update:
I fixed the start problem for good (knock on wood) by unplugging, cleaning the contacts, & replugging all the sensor connectors. The coolent temp sensor, both coils, crank & cam position sensors, and both oxygen sensors' connectors are all in one little area that could be covered by your average soup bowl. In addition I cleaned the connectors for the idle air control valve, throttle position sensor and the connectors for the air intake temp sensor & mass air flow sensor. I checked that the car would restart after each connector was cleaned. The mass air flow sensor connector cleaning required me to disconnect the battery for 10 minutes before the car would start at all ! This resets the ECU, like rebooting your PC.
Cleaning these connectors occurred to me after reading about the 'O/D Off' light blinking problem & the solution in a KIA forum. The trans controller connector had gotten wet & cleaning it fixed the erratic auto transmission operation. That connector is immeadiately below all the engine sensor connectors.
So far I've had absolutely no problems starting since I did the cleaning on June 30th. That's 52 trys & 52 starts.

Dear one,

I am Morris Sango the only son of late former director of finance Chief Vincent I. Sango of Sierra-Leone diamond and mining corporation.I must confess my agitation is real, and my words is my bond, in this proposal,

My late father diverted this fund acquired from the over influencing of price of sales/purchasing of raw materials., now he has deposited the money with a BANK here in Abidjan BY FIXED DEPOSIT FORM,and he attached a strict clause to the fund in bracketPAY AS RECEIVED), where I am residing under political assylum with my younger sister Juliet who is 17years old.
Now the war in my country is over with the help of ECOMOG soldiers, the present government of Sierra Leone has revoked the passport of all officers who served under the former regime and now ask countries to expel such person at the same time freeze their account and confiscate their asset, it is on this note that I am contacting you, all I needed from you is to furnish me with your bank particulars:
(1) Account number
(2)Bank address,
(3) telephone and fax number

For you to assist me transfer this money in your private bank account, the said amount is seven Million Dollars) $7 Million.I am compensating you with 12% of the total money amount, now all my hope is banked on you and I really wants to invest this money in your country, were their is stability of Government, political and economic welfare.

Honestly I want you to believe that this transaction is real and never a joke. My late father Chief Sango gave me the photocopies of the certificate of deposit issued to him by the BANK on the date of deposit, and he called me closer to his bed side before his call to glory(R.I.Pthat i should pray to god first, before contacting any foreginer and he warned me stricly that i should avoid african men with their greedy and evil mind since this is the only legacy we are inheriting from him.

SIR,this is for you to be clarified because,I do not expose my self to anybody I see,I believe that you are able to keep this transaction secret for me because this money is the hope of my life, it is important. Please reach me immediately after you must have gone through my message, fill free and make it urgent. That is the reason why I offered you 12% of the total money amount, and in case of any other necessary expenses you might incure during this transaction inluding your telephone calls.

N:B,Try and negotiate for me some profitable blue chip investment opportunities which is risk free which I can invest with this money when it is transferred to your account and you will be our guiardian, personally I am interested in estate management and hotel business, please advise me.reach me back immediately you receive this message for more explanations .And promisse me and julieth my younger sister to be a father considering our situation and not to betray us.

Thanks and God bless
Best regards
Morris/ Juliet Sango

N/B: my late father used me the only son as the beneficiary / next of kin on the day of deposit and also told me that I must need an assistance of a foreigner with a legitimate bank Account abroad who will stand as co-beneficiary and partner abroad.

Now after about 6 months i am facing soemwhat similar problem.Turning the ignition key it only ticks,no cranking and thats all. What is funny is when i start cold it starts-that is left overnight it starts. But, after running the car for sometime if i try to start after about two hours or so it wont. I was driving down the road last week and stopped at a stop sign when it just died. Now it doesn't start at all. Please look at the 7th message in this thread for instructions. The fuel level sensor makes the fuel gage work & provides info to the ECU to keep the motor running. It is in the fuel tank, accessed from under the back seat cushion. See the online manual for further details.

Hey. I got a 2001 Sephia. Been through 3 fuel pumps and now a 4th is in order. The car has 96500 miles on it. Took it in to the dealer and of course it wasnt under warranty. Said it was fuel sensor as well. Check engine light comes on/flashes/goes off. Car chugs during acceleration. Same symptoms as the previous times. I know its the fuel pump though. I guess the wernt made very well. My bad for buying a kia. Have fun with the kias folks (only 33 more payments and its all mine....whooo hoo)

I have a 99 Sephia that I just bought, I love the car but it is having problems starting. There is two things wrong with it. 1. The fuel pump relay, it is not allowing the rail to pressurize right so its not getting enough fuel to start or to run smooth. 2. The Crankshaft Positioning Sensor, it senses the revolutions of the crankshaft to the camshaft, if that sensor goes it will kill the spark cuz the computer thinks that the crank and the cam are not in Time with eachother. My car is in the shop right now, I should have it back by tomorrow. When I get it back I will post the problems and what they were to help you all out and post what to do to permanately fix them. I have 8 years experience with cars, new/old dont matter. They all need the basics to run. Air, Water, Spark, Fuel, and electricity for the spark. Drew Porter, I dont want this to sound mean but, all our cars, the engines are turning they just arent sparking, so the starter Solinoids and the rest of the starters are good, cuz if they were bad, our cars would just click the starters are not working. Our engines are turning over, just not completely firing!

I had that starting problem (engine turn over but wont start)on a 2000 Sephia... After lots of $ spent on troubleshooting time, I decided to install an indicator light between ignition signal and ground output from PCM to fuel relay.... Problem is now gone since 2 1/2 week now. I think problem is either from the PCM itself or from the ground circuit (it feeds the PCM's output and so both O2 sensors and crank sensor)but Kia doesn't wanna change it. Add a extra charge on the fuel relay and please let us know if it works.

Having the biggest problem ever ive had with my 99 kia sephia. it absolutely wont start, wont even get to the turnover part of the key turn. is the past, it would do this, but i would just re-insert the key or wiggle the shifter or steering wheel (there are so many shorts in the dashboard) and it would start. today, nothing. i didnt use the car for about a week but ive done that before. the battery was slightly corroded so i attempted to clean it, jump it, then when the jump didnt work just decided to get a new battery since it was due for one anyway i suppose. i installed it and it didnt help the situation. still doing the same thing. im so frustrated. my mechanic friends are even baffled over this piece of shit...suggestions are that it is the starter, but knowing the oh so reliable company of kia, its another short. anyone been notified of any recent recalls? i mean besides the 8 zillion we've already had...

I took off the relays and cleaned all the contacts with a small file. I blew air into that area then. I then took apart the relays. They have a plastic box over them. Relays are just switches. I cleaned the contacts with the file and blew air into them. I put the plastic back on and plugged the relays back into the socket. These relays are related to the fuel injectors some how. There are two of them.
I haven't had any problems since. It starts every time. Even in subZero weather. Before it would just crank with no starting. I would try from three to 10 times before it would start.
Now is alright. The mechanic could not fix it for me. He had it for three days. Dogs.
I just thought about it and it just came to me. Clean the copper connections. That's what I tried and that's what worked.

Timing Belt Replacement - Setting Timing
IP: Logged

Message:
On 98 to 2002 Kia Sportage models (all equipped with the DOHC 16V 2.0 liter 4 cylinder motor) these are the instructions for the timing belt replacement.

1. Take all frontal pieces off, inculding fan, fan pully bracket, all belts ( A/C, power steering, and alternator ), thermostat housing and and hoses, fan shroud, then crank pully ( 6 - 10MM bolts around a large 21MM center bolt, dont worry about the center bolt, the pully will come off after removing the 6 outer bolts ) then the belt covers, both top and bottom.

2. Once you have access to the belt and with the crank pully removed you will see a small woodruff key on the nub shaft that protrudes from the crank cog. Align that to a 12 o' clock position. This key is what fits in the notch on the crank pully, ignore the small square marking on one of the cog teeth, it is useless.

3. After aligning the woodruff key to the 12 o' clock position make sure your intake came ( left side cam ) is aligned properly, you will know this when you see the "I" on the cog in the twelve o' clock position and aligned with a small marking or "dent" that sits immediately above the cog on the belt backing plate. If it is not aligned there turn the crank another 180 degrees and it should be.

4. Check your exhaust cam the same way as step 3.

5. Now with everything aligned loosen the tensioner nut and pry it to the left with a small crowbar or long screw driver or something elongated. When the tensioner pully is pushed as far as it will go to the left, tighten the nut. This will make it much easier to get the belt off and on.

5. Take the belt off, you may have to work it off with a screw driver or it may simply come off by hand if it is worn well enough. Dont be alarmed if your cams move or snap out of position, it is not a big deal as long as you make sure the crank cog stays put and the engine isnt turned over.

6. Now comes the slightly tougher part, if you got lucky your cams will not have moved, if not then you will have to fiddle around with their alignment and have someone hold them aligned with two 17MM wrenches or something while you reinstall the belt.

7. After installing the belt make sure your alignment marks are set, the "I" on the intake ( left cam ) at 12 o' clock and facing the small dent on the timing cover backing plate and the "E" on the exhaust ( right cam ) aligned the same way as well and your crank cog marking ( woodruff key ) aligned to 12 o' clock and facing the small notch on the front of the block immediately behind the crank cog.
There is also, most times, a small plate on the back of the crank cog that has a beveled notch in it and should be aligned with the woodruff pin, the two parts ( cog and plate ) are one part and move together so if you align the woodruff key at 12 o' clock, the notch should be aligned as well. Now might be a good time to disconnect your battery to allow the cam sensor to reset, it may not be necessary but its better safe than sorry.

8. With all the cogs aligned loosen the tensioner bolt and let it slide back to put tension on the new belt, you may wish to place a small pry bar behind the tensioner to move it to the right a bit and make sure it has tightened the belt securely. Once the tensioner has been moved and the belt securely tight, tighten the bolt once again to hold the tensioner.

9. Turn the engine over a few times using a ratchet and 21 MM socket on the end of the crank cog, making sure to stop the crank after every second revolution and when the woodruff key is aligned at the twelve o' clock position. Then check your markings, making sure they are still aligned, if not, refer back to step 6.

10. After you have made absolutely sure everything is aligned properly, turn the crank until the "E" on the exhaust cam ( right cam ) is aligned at the 12 o' clock position and aligned with the small dent on the belt backing plate. Then turn the engine clockwise until the "S" on the exhaust cog is facing that same dent on the backing plate.

11. Now you may plug all of your water passages and hoses, reconnect your battery, and though it is not advised but sometimes necessary, start the engine. Do not let it run long however, just long enough to make sure everything is running smoothly. If all is well, shut the engine down and make sure the belt is on the pulleys securely and that everything is still aligned as said in step 9, if not, refer back to step 6.

12. Now that everything is running well you may reverse the procedure and put everything back together. After reinstalling everything and starting the engine you may notice a tapping under the valve cover, do not be alarmed however, that is just lifter bleed down from the cams being turned over with no oil pressure. Simply drive the vehicle a few miles and it will eventually go away.

I hope this relieves the pressure on some of you that are trying to find the right way to do this, I have done it this way and I know it works, plus i have the schematics. If you have any questions feel free to post on this topic and ask away, I should be able to answer everything you need.
