Friend of mine has accord that stalled when accelerating and will not restart. I am not even getting a pop with starting fluid or anything. Oil was very low. Is there a low oil cut-out switch? Is is possible that the timing belt/chain is toast. I can turn it over, but it sounds terrible, and without any spark I'm thinking that the distributor is run off the upper cam, no belt, no go. Any experience?

low oil pressure will cause a Vtec failure, but not affect starting. take the distributor cap off and click the key - if the ignition rotor does not turn, the timing belt is broken.
